Transformation of SOE Sector in Belarus
This paper is addressed to economic policy makers. Proposed recommendations can be considered as a minimum starting point for further discussion aimed at developing specific proposals for reforming state-owned enterprises. The paper does not consider a number of important aspects related to the negative impact of the design of the control system on the motivation of the management of state-owned enterprises. However, it does not diminish their relevance to the effectiveness of the future reform.
