State vs. Private Companies: Differences in Waste Management

This paper presents an analysis of the survey results on how enterprises in Belarus manage their waste and use secondary raw materials. It was examined whether an effectiveness of waste management depends on the form of the enterprise ownership. The analysis has revealed that the form of ownership has not had considerable impact on the choice of more effective ways of waste management in manufacturing plant and trading companies. In construction the state companies proved to be more focused on productive use of waste than private and joint / foreign ones. The logistic regression analysis confirms the validity of conclusions. The survey also shows that the share of enterprises, which transfer waste to disposal, is high. This issue should be further analysed to determine the reasons and develop of measures to stimulate recycling and effective waste management.

This publication targets a broad audience and is the eight in a series of papers on circular economy in Belarus prepared under the Development Project of the Economic Research and Outreach Center (BEROC) supported by SIDA.

The Policy Paper is available only in Russian.
