Closing the circle: legislative incentives for the introduction of circular economy

This paper contains the results of examination of the experience of foreign countries in legislative support of the circular economy, summarizes the chronology of its  development at the European Union level, and identifies the reasons why the transition to the model of a closed-cycle economy is gaining momentum in the world. On the basis of the analysis, the general concepts of building of the state policy in the field of circular economy are derived, and typical, consistently repetitive actions of introduction of the foundations of circular economy in the legislation of various countries are identified. The paper also summarizes the principles of legislative consolidation of the main  provisions of the circular economy.
