Barriers to the Circular Economy: Evidence From Belarus

The paper presents the results of the enterprises surveys regarding the barriers to the development of the circular economy. The analysis has revealed that in general the enterprises surveyed positively evaluate the existing legislation in Belarus that regulates issues concerning waste management, but identify a number of other significant barriers. First, they indicate the lack of recycling technologies, which may happen due to the lack of awareness on the best available techniques in this area. Second, the economic inexpediency, mainly caused by the expectation of high initial investment costs for the implementation of innovative business models. The scientific literature analysis confirms the validity of the results in regard to the similar barriers that arise in the industrial, construction and trade sectors on the early stages of the circular economy development.

This publication targets a broad audience and is the ninth in a series of papers on circular economy in Belarus prepared under the Development Project of the Economic Research and Outreach Center (BEROC) supported by SIDA.
