Active labor market policy in the countries of the Baltic-Black Sea region

The main purpose of the study is to prepare recommendations for the implementation of an active labor market policy in the countries of the Baltic-Black Sea region. The study provides a comparative analysis of the implementation indicators and main actors of labor market regulation policies in Belarus, Ukraine, Lithuania and Poland as countries at different stages of implementation of best practices in labor market regulation. The distinctive features of the application of labor market regulation measures in these countries are revealed. Recommendations for improving active labor market policies include the use of social partnership, maintaining a reliable system for assessing the effectiveness of government measures, ensuring their targeting and involvement of labor resources that are “further from the labor market".
